Multi-Hazard Flood Map Modernization Program (MHFMMP)
The Multi-Hazard Flood Map Modernization (Map Mod) Program is FEMA’s approach to updating the Nation’s flood hazard maps. Map Mod will transform flood maps into a more reliable, easier-to-use, and readily available product. Updated, digital flood maps will become the platform for identifying multiple hazards—not just floods. Specifically, Map Mod will achieve the following goals:
- Create a premier hazard map collection and technically advanced delivery system to support risk management.
- Achieve effective program management by sharing responsibilities and aligning partner missions.
- Build and maintain mutually beneficial partnerships by communicating hazard risk information.
- Establish better understanding of where to obtain flood hazard data and how to use the information for sound mitigation decisions.
FEMA’s vision for Map Mod contains the following four key areas:
- Network the Nation using the latest Internet portal technology to provide access to general flood hazard, risk, and mitigation information, and convert the maps from a paper to a digital format. The information will be tailored to the needs of specific partners, stakeholders, and users.
- Maximize the use of Federal, State, and local resources and transfer ownership and use of maps and data to the State and local levels by building and maintaining effective partnerships with State, regional, and community entities in the development of the maps and data. We will build further capability and increase the number of partnerships through the Cooperating Technical Partners (CTP) Program.
- Reduce processing time and costs for map updates by implementing results-oriented systems and standards that will facilitate the rapid exchange of data between our partners, staff, and contractors. Our systems and standards will allow the data to flow seamlessly between and among our partners and our staff and contractors.
- Communicate widely, effectively, consistently, and continuously to maximize partners’, stakeholders’, and users’ understanding of flood hazards and the risks posed to life and property.

Multi-Year Flood Hazard Identification Plan (MHIP)
What is it?
Through Map Modernization, FEMA will provide reliable digital flood hazard data and maps for the United States to support the National Flood Insurance Program (NFIP). The Multi-Year Flood Hazard Identification Plan (MHIP) details FEMA’s 5-year plan for providing updated digital flood hazard data and maps for areas with flood risk. The completion of flood map updates initiated in the plan extends to 2010.
The updated digital maps are easier to use and maintain than the existing maps, which are mostly paper. Digital flood maps provide a uniform structure across the nation for flood hazard data. They provide improved delineation of flood hazard zone boundaries, and greater utility for flood risk identification, floodplain management, and the NFIP. They are also easier and less expensive to update.
The release of the MHIP is a significant step forward for Map Modernization. FEMA is committed to a collaborative planning process that results in high-quality and timely products. By planning flood hazard mapping projects over several years, FEMA provides a venue for tracking progress as flood hazard information is updated nationwide.
